Perhaps one solution would be to move the activation of input methods  
to the login manager by default - ie. for a certain number of selected  
locales, start iiimd (or another appropriate input method). As always,  
for those 5% of people who don't like the default behavior, allow them  
to easily change that with a simple command or set of mouse clicks  
within GNOME.
