While i'm sure they are aware of the problem, I'm quite sure they have
not taken reasonable measures to prevent it.

Most listserv/majordomo type software has the ability to prevent people
who are not subscribed to the list from posting to the list.  While not
perfect, and merely based on the From: address of the message, this
would have stopped every single piece of spam that I'm aware of that has
come through info-afs.

I asked transarc to implement such a change a while back, and they said
no, because many people on the list do not read it via e-mail, but rather
than via news-to-mail gateways, or some such.

I have issues with some of your statements about spam control on the
recipient side being easy, but this is probably not the appropriate forum.
