The preferred way to submit translations so that they don't get lost is to use the bug tracker at Launchpad: https://bugs.launchpad.net/inkscape Please, register in Launchpad, report a new bug against Inkscape and attach your translation. You don't have to finish it 100% to submit it, you attach you file to the same bug as you progress translating. We're very close to releasing Inkscape now so it's better to submit more often.
