As I've indicated, he needs to interact with his sponsoring community (the Install and Packaging CG) first, since the evaluation of different packaging systems is part of their design decision process that the OS.o constitution delegates specifically to them. In other words, it is not the ARC that answers the "do we want to do this" question, it is the project's community group. Once this happens, the best of all worlds would be for the project to send a completed ARC Project Creation template to me and I will use it to start the ARC review process.
