http://tools.ietf.org/html/rfc6967#section-3 says that a host-id will
be generated anew any time the endpoint IP address changes. In fact it
seems that if the host can regenerate at will, the host-id will change
at least that often.  Therefore I don't believe this introduces any
new privacy issues.

By the way, it's nice to see that the session layer has a home in the
Internet Area.
