Dear Carole,
What I could add to what Mohamed said is in regards to "al sunnya". It
could possibly mean: high, exalted, sublime, grand... especially in some
Arab countries using remnants of the Ottoman court system (I worked with
quite a few Ottoman documents in a previous job).
I would particularly look if there is a stress mark (Shaddah) and a Dammah
on the Siin. If that is the case, then the word very likely relates to one
of the adjectives mentioned above and not to the Sunni sect (unless you are
have it on good authority that courts in the particular country of the
document are structured after the Sunni legal code).
