You cannot debug and use the IOIO over USB at the same time.
Your options are either:

   - Connect to the IOIO over Bluetooth (for development time) and do
   debugging over USB / WiFi.
   - Connect the IOIO to your development PC (over Bluetooth or USB), your
   phone to the PC over USB / Wifi and use
