Thank you both for your input on this issue.  Before I read your replies, I 
tested the BT dongle in my PC and it worked fine.  Then saw your posts...  
Since I don't have a spare Mint battery and my variable power supplies 
output a little too high voltage (4.8v - 5.5v no load and above...), I took 
a spare Galaxy S3 battery (3.7v Li-ion) and connected it to the battery 
connector, with the micro usb cable disconnected.  It worked :) I was able 
to pair again and toggle the STAT led.  As I live in Canada the trouble of 
returning the battery is not worth it, I will order a new battery and 
continue with the Mint for now.  If I have any other issues then I will 
look at an alternative.
