It looks to me like region_activated_hook is catching workspace renames, so
that shouldn't be necessary.

Instead of using a marker symbol, how about coloring the active workspace
name with the activity color? Is that possible to do with a normal
statusbar meter script?
If you don't mind stuff like %pager_before%pager_active%pager_after in the
template.
