Again, this could happen if someone is making some testing changes to either 
the source .json files or to the tool but doesn't intend to push them. The 
dat files will be updated in this case and the developer may not notice that 
they did, as the developer did not intentionally modify those files.

So, please, never modify committed files as part of the build. That's bad 
practice.
