Unknown at this point. I've just asked Nathan and he doesn't know for sure
either. The leading theory is that the values need to be kept as-is for some
reason.

Anyway, here's what the .dat file contains. Each of the values in the CBOR map
is a byte array containing more CBOR code. It's a single level of nesting, so
it's easy to do this with a Python tool.
