Out of curiosity, did you follow the Office OpenXML / ISO/IEC 29500:2008 standards debacle? Where Microsoft lobbied, possibly bribed, and generally used many underhanded tactics to get their poorly and inconsistently documented Office document formats blessed as official standards? Standards that Word itself doesn't actually meet, and that have so many grey areas that it's impossible to reliably implement them fully. Microsoft has put enormous effort into making it as difficult as possible for anybody else to properly read and write Word and other Office file formats. Apple clearly informs you that this tool is for publishing documents via the iBooks Store. Microsoft does not inform you that they are hard at work making it appear as if Office documents are open while actually leaving them closed. Honesty is a virtue.
