        Yes.  And thats always been a problem w/ the way
        IPv6 addresses are written.  When do you pad and where?

        It would be an easier choice if:

                ) the addressing formats actually gel'ed.
                ) we do this before the IESG hands off the task
                  of addressing formats to the RIRs.
