As there are open issues with the document, I'm not worry about last call. My intent is to get the requirements / features / functions correct. I would hesitate to say the focus is on micro-3G handsets, but to get a starting point for devices that are going to made, which work in constrained environments. Hopefully some of my earier comments have clarified things a bit.
