Yes they are.  Our first attempt at the draft was very bias towards
devices that would have the v6 stack burned in, so modification was
near to impossible.  Additionally, 3GPP had some quirks in their
IPv6 usage, which would force implementations to do some different (non-standard)
thinks in order to work.  For the most part, those quirks have been
fixed.

So, we've tried more to discuss in what cases the requirements / functionalities
are needed.  For example, use of DAD on a cellular point-to-point link
may not be needed.
