Agreed. When this draft was first discussed (in London) there
was guestions about routing of packets, etc.  We tried to clarify that
in this draft, we are looking at host functionality.  

I do think that router / personal router issues need to be addressed.
I think that we would like to tackle the host issues first, but
router issues need to be discussed (preferably in a seperate doc).
