Kafka EOS does this now : `T1 -> Reshard -> T2 -> Reshuffle -> Sink`
The trailing `Reshuffle -> Sink` can be replaced with '@RequiresStableInput
Sink', so it becomes `T1 -> Reshard -> T2 -> Sink with Stable Input`.
