The main thing missing is an analysis in the DataflowRunner so that it
replaces `@RequiresStableInput` with a reshuffle if and only if the input is
not already stable. Is that right? That optimization will be useful in
perpetuity, since we will also introduce `@Pure` / `@Deterministic` annotations
and when you apply such a transform to stable input, its output is also stable.
