   @pabloem Your correct that setup/teardown are not part of bundle execution 
but are part of the DoFn lifecycle.
   
   Metrics outside of a bundle do make sense since you may want to capture 
something like memory usage, CPU utilization, caching stats, ... that cross 
bundle boundaries or are global. A lot of this falls under worker "health" 
though.
