We should be careful about making some options as system-only options. This
may be true from a user point of view, but QA needs to set some of these
options at the session level so that they only apply for one test vs. another
test. Case in point is memory per query. Normally this would be a system
option. But some QA tests need to run with one view of the system while other
QA tests need to run with a different view of the system. I assume some unit
tests have a similar requirement.
