I see that we check sort order by looking at a Cell in HFile.Writer.
HFile.Writer takes a KVComparator, not a Cell Comparator.
The BlockEncoder takes a Cell but we populate the index with a KV serialization
of what we think the 'key' is.
I could fix this tool by passing in 'Cells'. Will make it different than it was
in 0.98.
