If there are two calls to canUpdateImmediately in a row while the same chore is
running, the second one will return true even though it shouldn't right? Even
though they happen serially, something there still doesn't look right to me.
Can you explain in more detail the purpose of reconfig variable? Having trouble
understanding, sorry.
