Pardon. Asking if cache should be considered in here was a mistake. It has
taken us off-topic. This is an issue on splitting meta. That we still have
hot-spotting post-split-meta is moot. I can file a sub-issue to address as a
follow-on – I like the Francis suggestion that we might broaden the cache
discussion to cover more than ROOT only – but it is out-of-scope for this Jira.
The only reason we are talking caching in the first place – caching the ROOT
Table when we don't have caching for the even hotter hbase:meta Region -- is as
an amelioration for a downside of in-Master ROOT.
