FormatDataSplit is not @Public, and in this repo only tests use the 3-arg
constructor. I'd prefer to remove it. A caller that rebuilds a split with it
silently gets a null `fileFormat`, so it is easy to misuse. Tests can call the
4-arg one with `null`.
