[~szetszwo] Thanks for reviewing the patch! v2 patch addresses your comments
and adds a test in RaftAsyncTests. I have moved the logging to
RpcTimeout#onTimeout and added a try-catch so that the scheduler does not
shutdown on encountering an error in some timeout task.
