This would be a behavior change. You can double check, but IIRC, if task
recovery is not supported then in MR (and perhaps earlier in Tez) the job would
fail. If that is the case, then the task should fail if it cannot be recovered.
I thought that earlier we had agreed to keep the old behavior (for backwards
compatibility with MR based projects).
