[~bikassaha] I check the MR code and found that MR will rerun the whole job if 
output committer recovery is not supported, also verify it in single cluster.  
It is the same as the behavior in tez, we just rerun the vertex's finished 
tasks if the output committer recovery is not supported.

Here's the comment from OutputCommitter.  From comments,  if recovery is not 
supported , it won't  fail the job but only affect the efficiency of recovery.
