I think the unified way will be better. Like this?
For high watermark check logic:
`if (uniffleUsedDiskSize > uniffleSpecifiedCapacity * highWatermarkRatio ||
WholeDiskUsed > wholeDiskSize * highWatermarkRatio)`
For the low watermark check logic:
`if (uniffleUsedDiskSize < uniffleSpecifiedCapacity * lowWatermarkRatio &&
WholeDiskUsed < wholeDiskSize * lowWatermarkRatio)`
