It also depends on whether you are trying to accomplish raster separations or vector separations and what you plan to do with the seps when you are done... and though this wasn't clarified, separations go by one of the two ways Leonard said..
And I don't think anyone wants to re invent the wheel and raster dots functions. Functions defining things like: Round dot, Elliptic dot, etc. Many long years of development and refinement in this field of raster generation! A field full of patents for dot shapes for specific purposes. Then one can think of vector separations.. The real question is: Why one can't have an automated workflow with a highend Postscript printer, an advanced PDF compatible RIP and some workflow management software? (This is what high end OEMs are selling - higly productive workflows) I understand someone developing a better (to his specs) workflow management software, but I can't see any reason for developing RIP software..
