I have fixed the problem, I had the VBI interface (Vertical Blanking Interval) active.  That caused cpu going up to 90% and blocky picture.

If the picture is blocky, then it is most likely that your bitrate is too low
Try a setting of around 3000 or 4000 to get proper picture quality.
