Thank you for all the suggestions, I got sound working last night.
Here is the info for those who might find it useful.

I was issuing this command

modprobe -r wm8775 tuner ivtv tda9887 cx25840 tveeprom msp3400 saa7127

and then systematically loading the modules 1 by 1 with several combinations of options, with no joy on the audio. I must have tried every combination of every suggestion given here and on multiple forums and faqs.

I then added these options to modprobe.conf based on suggestions here and on various google'd forum entries and SHUTDOWN for 30 seconds as was suggested again.
options ivtv ivtv_std=0,0 tuner=47,47 tda9887=0,0 ivtv_debug=1,1
options tda9887 port1=0 port2=0

Audio works.  My synopsis is that either...

A) The caps really do need to be clean and loaded off the bat with the right options.

B) There is another module that is doing something I am not aware of, like an i2c module or something.

So in conclusion, 0.3.7k with the above options in modprobe.conf, with a full shutdown and at least 30 second wait, will provide a working PVR150-MCE.

BUT

No audio on my 2nd card (/dev/video1). If that makes sense, let me know LOL.
