So the problem is not entirely due to my cable connection. I ran a cable from an unfiltered cable feed, and I now get colored static instead of black and white static. I now get audio, but the video is still a mess. I tried running mplayer to view it, and I get this:

Can anyone help me figure out what codec I would need? I have just about every common codec package installed, I can view DVDs, and any other video format I have. Thanks for the help, but it appears that the problem is with my connection. I gave up and tried hooking a normal TV up to the line, and I get the same output as on my PVR-250. It's the same line that my cable modem is connected to, so I would guess that Time Warner installed some kind of a filter on the line for me. Thanks Time Warner. Anyway, thanks for your suggestions.
