Greetings Matt, My understanding is that Vasile is offering a bare PCB only -- it would be up to you to procure components and solder and test the board yourself. But yes, there are many Uart-based bootloaders available. We can help you get a chip programmed, but really, you'll probably enjoy a better programmer. I use the ICD2, which is getting somewhat old.
