Hmmm.....I tried a quick and dirty test with one of the
Java 3D demo cases and couldn't observe any discernible difference
with and without setting this flag.

So, apart from geometry with normals, Appearance with lighting-enabled
Material, reasonable shininess exponent, and perspective projection,
what else does one need in order to get an accentuated local-eye
lighting effect ?
