If someone "strips down J2SE" using Harmony as a base, then the result is not a compatible implementation of the Java SE spec. Currently Sun has a business conflict. They have a signed contract (JSPA) that states that implementations of Java SE 5 and 6 can be produced under an Apache license, put what seems to be a clear policy (probably financially motivated) to prevent that. Since any Java SE 7 platform specification would have to be under the JSPA, it seems reasonable to question whether Sun will expose themselves to breaking the agreement again, or whether they will remove the Java SE platform from being an open specification altogether.
