I totally agree that this on the surface sounds like a ploy by Apple!

The only thing which sort of suggests otherwise is the fact that the
guy that found the phone was paid $5000 (by gizmodo) for it, and there
has been police searches in gizmodos locations.

This could also, of course be part of the ploy, but I hope (and think)
not. (Since the guy selling the phone has not been found (AFAIK), he
could very well be an Apple employee)
