It's a filter created by Microsoft. You can turn it off. If you happen to
use internet Explorer, I believe there is an option for 'smart screen
filtering" in the internet options somewhere. It's been a long time since I
used IE. There's also a setting for this in Windows Defender in Windows 10.
If you search in the settings app, you will find it under "smart screen".
You can set it to "block", "warn", or "off".

I've been trying to install OE from the JAWS users list and I get a message
saying that smart screen has blocked the download.  What's going on here?
I've never seen this happen.

Anyone have an answer?
