my experience is that it is a matter of laziness.  It's simply easier to
scan something and send it out as an Email attachment, rather than
taking the extra step of converting it to another format.  Folks here at
work do it all the time.

Actually there is text in that document it is just formatted in such a
way that Jaws can't recognize it.
I have heard of two work around. Print the document and scan it into
something jaws can read either a text document or a word document. The
second work around is grab somebody with eyeballs and get them to read
it to you.
I am not sure if this is a matter of extra security or simply sloppy
authoring. I do know it is a real pain.

Hi All,

I am running XP & Office Home 2002, Jaws 10 latest, & Adobe 9.1.  When I
tried to open a PDF file today and in the recent past, I get a message
saying "Alert, empty document".  Can anyone tell me what is wrong and
what I will have to do to fix it?  All help will be greatly appreciated.
