There are plenty of newspaper archive .pdf files on the Web, for example, that go back way before they started circulating in html etc., or being in text on the Web, that are in digital scanned picture form. my experience is that it is a matter of laziness. It's simply easier to scan something and send it out as an Email attachment, rather than taking the extra step of converting it to another format. Folks here at work do it all the time. I have heard of two work around. Print the document and scan it into something jaws can read either a text document or a word document. The second work around is grab somebody with eyeballs and get them to read it to you. I am not sure if this is a matter of extra security or simply sloppy authoring.
