IRinger will convert the files from mp3 to m4r for you.

You first have to edit the file down, and if you want to use the first 30 seconds of a track, then you don't have to do anything. The program will take the first 30 seconds of the track and use that as the ring tone. Ring tones can be a max of 30 seconds.
