Again, you need a framework to build that portal on. A portal is a web app.
You should use a web app framework for that.

Part of the problem with this project is that it has been that way since day
one. :-(

Again, my point is that Turbine is a proven webapp framework for which you
should be building on top of.

Turbine is the wheel.

Yep. There is some cross over here though as there are several Turbine
