I visted the Tigris web site, which led me to another question - are there
plans to put a bug tracking tool in place for JetSpeed ?

It used to live at java.apache.org but migrated. The page you found is very
old.
The document you want is:

I'm not sure how updated it is though. If you need more detail you should
