Jean, I encounter a control that sounds similar on a website that requires you to log in. there's an item that used to be a link but that is now activated by the spacebar. It purports to contain a menu, but if it does, it consists of only one item, which is the same as the control's label. To activate it after pressing the spacebar, I press enter and am taken to the page I want.
Thinking about your description, there may be one or two differences. I'm not sure.
