some probable cases:
involving products that are NOT public. (eg, while Jive was public,
Receiver was not)
containing logs or details provided by a user that are perhaps more
sensitive in nature. (eg. ip's, passwords that aren't scrubbed out)
basically anything that might refer to internal Logitech info that isn't
open.
placeholder bug for future hardware designs/ideas?

It only interferes with sequence if you ONLY deal with bugs in numerical
order. Personally, I almost never deal with them numerically except when
pointing out individual bug numbers.  It's much ore useful to handle it by
categories/targets/dates. (eg, I don't bother with SN bugs most of the
time because there is little I can contribute to the closed source side of
things)
