There is the ability to allow access to those on cc'list, which would make you included in dupes. It may be an oversight in some cases, but it others there is more information already in place on a bug that simply can't be wide open at that time. It's an unfortunate trade off, which always comes down to bugzilla being primarily a qc and developer tool. It is as open as possible, but when it can't be, then yes you have to simply trust that those working on it are doing what can be done. It is still always possible to comment on bugs that are resolved as dupes; the bugs are always linked. If that answers the query, then we can end the digression.
