Would the halo color depend upon the atoms selected and then persist, 
like spacefill, or would it be one color, always one color, displayed 
because basically there is one halo color? That is, should halo be like 
dots, with a default color the color of the atom, but changeable by 
"color halo"?

Pick one:

Option 1:

there is a single color for halos -- all halos displayed use this color

set display selected
select carbon
# carbon halos gold
color halos green
# carbon halos green
select oxygen
# halos green
color halos blue
# halos blue
  select *
#all halos blue

Option 2:

halos are colored based on atom type, like spacefill, ribbons, and dots.

set display selected
select carbon
# carbon halos grey
color halos green
# carbon halos green
select oxygen
# halos red
color halos blue
# halos blue
  select *
#halos show in different colors

To keep this manageable, one or the other option should be implemented, 
probably not both.
