Actually the reason is quite similar to the reason why Paul doesn't
want them to be visible in his example. If you look at the use of
models/frames in the asymmetric unit files of the 'Protein Data Bank',
they are mainly used for different conformations of NMR structures.
This means that many atoms are at the same or almost the same place
and others are more distant. This varies of course with each
structure. If all atoms of all frames are shown at the same time, it
is quite difficult to figure out how a specific configuration looks
like. So usually it is better to look at them individually. On the
other hand it would be very tedious to repeat every rendering options
for example 25 times. Therefore the corresponding atoms in all
models/frames should be selected at once. The mess if the selection
halos of all models/frames would be visible would be even worse than
in Paul's example, because the atoms in different models/frames are
very close to each other.

While I started writing the example I realized that the main use I had
in mind will not be possible.

But another use I can imagine would be to use hide/display to browse
through different chains, hiding the others. Or use the commands to
browse through the different asymmetric units (or parts of it), or a
combination of both ideas.

Rolf
