I had also wondered about loading a file from somewhere at the same time as 
starting Chrome. I wonder if the order of the switches makes a difference - I 
cannot see anything after a quick search but 
http://peter.sh/experiments/chromium-command-line-switches/ has a list of 
switches. I'm busy all tomorrow so I won't get back to this until Friday.

Sorry to drag this out, but I like the idea of one double click and your 
students are there. For what it's worth, I think this is legit:

chrome.exe URL --localfileswitch (I forget the exact text of the switch in a 
previous note.)

I'm not sure how it will work with the local file URL, but the URL can also be 
put in as a switch:

----app=URL

Actually, I think URL --localfileswitch is the better option to try.

If some combination of the above works, your students would have one double 
click file to get to your app. Messing with the terminal on my wife's PC will 
get me in big trouble, so I did not test this.
