Laurent, thanks for the welcome to the list and for the example of Senegal, which I hadn't thought of. You're right - the government does support parliamentary democracy and human rights, and there is universal franchise. Women do still have a tough time though: poor access to education, female genital mutilation, no legal access to their husband's property, and abortion is illegal. But even so, it's a lot better than any of the examples I gave earlier.
