Actually, it's just plugins/build-common.xml that needs to be changed. I would not change plugins that don't use that file. It's most beneficial for new plugins anyway.

No. This is not done. The server adds these texts to the downloadable
manifest extract, but the manifests itself don't contain these (yet).

Sorry, I mean the right way is to add the translations to the MANIFEST. It's not the way it is done now, but I plan to implement it.

While placing them in the manifest would actually be the PROPER way I
never really found the energy to do so, as there is no real benefit.

It's hard to measure the benefit of internationalization. But that doesn't mean it shouldn't be done.
